Rachel Cartland’s new book tells how her life was transformed as a result of being one of the few female expatriates recruited to the Hong Kong Government’s elite administrative grade in the 70s and also describes the evolution of Hong Kong over the past forty years. She evaluates the key events that have rocked Hong Kong and provides new insights into how modern Hong Kong has been shaped.

About the Speaker
Rachel Cartland graduated from Oxford University in 1972. She joined the Hong Kong Government and subsequently served in a variety of senior posts that gave her wide exposure to policy formulation processes, management and the Hong Kong political scene. She possesses extensive experience in the Government Secretariat in specialty areas including broadcasting and arts and culture policy. In 1995, Rachel was appointed Assistant Director of Social Welfare (Social Security) managing 2,000 staff and an annual budget of HK$25 billion. She left the Hong Kong Government in 2006 and set up Cartland Consulting, which specialises in public sector consulting.
